Property power of attorney from abroad for the UAE
A property power of attorney can let a representative handle a UAE property transaction while the owner is abroad, but the route starts with the receiving authority and the exact transaction. Dubai Land Department accepts an official power of attorney when an owner is not present, while the signing, authentication and language steps depend on where the owner signs. A UAE digital route may be available in some cases, but the public Ministry of Justice page does not establish that every overseas property POA qualifies for it.
What Dubai Land Department actually publishes
For a transfer of ownership, Dubai Land Department lists the owner’s Emirates ID “or an official power of attorney from the owner in case it is not present in person”. It separately asks for a valid passport copy where an owner is a non-resident. That is direct evidence that an absent owner can be represented in this transaction.
The same page does not publish model POA wording, a list of mandatory clauses, a language rule for the instrument, or the authentication sequence for each country. Those points cannot be created by copying a generic property POA from the internet. They have to be checked against the transaction and the route used to sign.

Start with the act your representative must perform
“Property POA” is a category, not a complete scope. Selling, buying, gifting, mortgaging, leasing, managing, receiving money and signing handover documents are different acts. A representative should receive the powers needed for the intended transaction, not every property power merely because the owner is overseas.
Before drafting, identify the property, the transaction, the DLD service or trustee channel, the representative and every act they must complete. If the transaction changes, the document may need to change with it. An authenticated signature cannot repair authority that the wording never granted.
Route one: a UAE digital judicial or notary channel
The federal UAE portal states that public attestation can take place through Notary Public departments in the courts or through digital judicial platforms. The Ministry of Justice also operates an E-Notary system.
Those facts establish that digital channels exist. They do not establish that every property POA, every applicant abroad or every identity document is eligible. The Ministry of Justice’s public E-Notary page provides access to the system but does not state the scope, overseas eligibility or property-POA conditions in English. Confirm acceptance for the exact case before treating remote notarisation as the route.
Route two: sign abroad and authenticate the document
Where the POA is executed in another country, that country controls the local signing and authentication steps. The UAE Ministry of Foreign Affairs publishes “Attestation through UAE Missions Abroad”, says the service is available through selected missions and directs applicants to the mission in their country of residence.
This is why there is no honest one-line chain for every country. A local notary, a domestic authentication body and a UAE embassy or consulate may each have a role, but the exact order and documents come from the mission serving the country where the owner signs. After the document enters the UAE, the UAE-side attestation and the receiving authority’s acceptance still have to be satisfied.

Arabic, English and certified translation
There is no source-backed rule that every property POA must be bilingual. MOFA’s courier requirement is narrower: the original must be in Arabic or English, or accompanied by a legally certified translation. A receiving authority can have a separate Arabic requirement, and a foreign signing authority can have its own language rules.
Treat language as three separate checks: what the person signing can understand, what the notary or mission accepts, and what DLD or another UAE receiver requires. Calling every route “bilingual” hides those differences and can produce a document that looks complete while failing the relevant counter’s rule.

The DLD wording question
DLD’s transfer page requires an official power of attorney for an absent owner, but it does not publish a clause library on that page. That means nobody should present a sentence as “the DLD wording” without identifying the DLD service or another first-party source that states it.
The practical answer is transaction-led drafting: name the property and representative accurately; grant the acts the particular sale, purchase or other service needs; exclude powers the owner does not intend; and confirm the finished instrument with the receiving channel before execution where the requirements are not published.
The document path: draft, approve, authenticate, use

Checklist before an owner abroad signs
Settle these points while changes are still easy:
- The exact DLD or other property transaction and receiving channel.
- The property identifiers shown on the current ownership records.
- The owner’s and representative’s names exactly as shown on current identification.
- Every act the representative needs, including whether money may be received and acknowledgements signed.
- The country and city where the owner will sign.
- Whether a UAE digital route accepts this applicant and document type.
- If signing abroad, the sequence published by the UAE mission serving that country.
- The language and certified-translation requirement at each stage.
- Whether DLD or the trustee asks to review anything before the document is executed.
Questions
Can I sell a Dubai property while I am outside the UAE?
DLD’s ownership-transfer page expressly accepts an official power of attorney from an owner who is not present. The POA still has to cover the intended acts and complete the signing and authentication route that applies where the owner signs.
Can I make the property POA by video?
UAE digital judicial and e-notary channels exist, but the public Ministry of Justice page does not confirm that every applicant abroad or every property POA is eligible. Confirm the exact case before relying on a video route.
Must a Dubai property POA be Arabic and English?
No universal bilingual rule is published in the sources reviewed. MOFA accepts an original in Arabic or English, or one accompanied by a legally certified translation; DLD or the signing authority may impose a separate language condition.
Does an apostille always make the POA usable in the UAE?
No. Another country’s Apostille Convention membership does not by itself remove UAE-side steps. The route depends on the country of signing, the UAE mission and the authority receiving the document.
