Signing a power of attorney in Jordan for use in the UAE
Both sides publish their step, and they fit together. Jordan authenticates a document for use abroad through the issuing body, then its Ministry of Foreign Affairs, then either the Jordanian mission in the destination country or that country mission accredited in Jordan. For the UAE, that last stage is the UAE Embassy in Amman, which requires a power of attorney to be signed before a notary or legal authority in Jordan and attested by Jordan Ministry of Foreign Affairs first. Jordan publishes a JOD 10 fee for a power of attorney, delivered the same day.

What Jordan Ministry of Foreign Affairs publishes
For a document issued in Jordan and used abroad, the Ministry publishes three stages: "تصديق الوثيقة من الجهة التي اصدرتها داخل المملكة" (authentication by the body that issued it inside the Kingdom), "تصديق الوثيقة من وزارة الخارجية الأردنية" (authentication by the Jordanian Ministry of Foreign Affairs), then "تصديق الوثيقة من البعثة الاردنية في الدولة المراد استخدام الوثيقة فيها أو من بعثة الدولة الدبلوماسية المعتمدة لدى البلاط الملكي الهاشمي" - authentication by the Jordanian mission in the country where the document will be used, or by that country mission accredited in Jordan. Its fee list names the power of attorney directly: "10 دنانير أردني على تصديق أية كفالة، وكالة، تفويض، وثيقة تعهد أو عقد عمل" - JOD 10 to authenticate any guarantee, power of attorney (وكالة), authorisation, undertaking or employment contract. The service time published is "في نفس اليوم", the same day.

What the UAE Embassy in Amman requires
The Embassy attests documents issued in "The Hashemite Kingdom of Jordan (digital attestation)", and states that Jordanian documents "must be attested by the Ministry of Foreign Affairs in the Hashemite Kingdom of Jordan" first. Its rule for legal documents is the standard one: powers of attorney "must be signed before a local notary or legal authority in Jordan, then attested by the Ministry of Foreign Affairs in Jordan."
Its attestation is a single application: "One application covers both the UAE Embassy in Amman and the UAE MoFA in the UAE", and "The original physical document is required for the digital attestation process."

Language, and why it matters less here
A Jordanian power of attorney is normally in Arabic, which removes the translation question that slows the European corridors down: UAE MOFA asks for the original "in English or Arabic (or an official translation of it)".

Do I need the Jordanian embassy in the UAE as well?
Jordan publishes an either/or at the last stage: the Jordanian mission in the destination country, or that country mission accredited in Jordan. The UAE Embassy in Amman publishes its own attestation, which also covers UAE MOFA.
Can it be done without going to the UAE Embassy?
The application is online through the UAE MOFA website with UAE Pass, but the original document is required and is collected and returned by a MOFA-approved service provider.
Is a Jordanian power of attorney accepted in Dubai automatically?
No document is. The chain above is what the two ministries publish; the UAE authority receiving it decides whether the powers it contains fit the transaction.
