Using an Indonesian Surat Kuasa in the UAE and making a UAE Will remotely
If you are in Indonesia and need another person to sell, transfer or manage an asset in Dubai, Abu Dhabi, Sharjah, Ras Al Khaimah or Fujairah, first obtain the exact requirements of the UAE authority that will receive the power. Indonesia’s Ministry of Foreign Affairs lists Surat Kuasa among the documents it legalises and publishes a non-Apostille route that follows legalisation by the Ministry responsible for law; UAE MOFA then requires an outside-UAE document to pass through the UAE mission in the issuing country. A Will is a separate instrument: use a UAE registry whose published eligibility and remote-appointment rules match your circumstances instead of treating a Surat Kuasa or an Indonesian Surat Wasiat as automatic authority over UAE assets.

The Indonesia-to-UAE route at a glance
The route has two tests. Indonesia authenticates the public signatures in the document chain. The UAE receiver decides whether the wording, identity details, language and scope are suitable for its transaction. Legalisation can complete the first test and still leave the second unanswered.

What Indonesia publishes for a Surat Kuasa used abroad
Indonesia’s Ministry of Foreign Affairs defines document legalisation as authentication of a signature, not confirmation that the document’s contents are true. Its current guide expressly includes Surat Kuasa in the list of documents that can be legalised. That is the Indonesian term to use when searching the official system, but it does not decide whether the UAE document should be general, special, commercial or transaction-specific.
The Ministry’s live legalisation portal separates Apostille and Non-Apostille routes. For Non-Apostille processing, it says that after receiving the legalisation sticker from the Ministry responsible for law, the applicant may request Foreign Ministry legalisation through the STEMPEL ASLI application. The Foreign Ministry’s FAQ says electronic applications can be made remotely and may be represented, while the applicant or representative may still be asked to present originals and collect the completed product.
The UAE is the destination in this corridor, so select the UAE and the actual document type in the live Indonesian applications. Do not choose Apostille simply because Indonesia issues Apostilles for some destinations. The country selected and the system’s current route control which certificate and next step apply.

UAE Embassy Jakarta and UAE MOFA come after the Indonesian chain
UAE MOFA’s current attestation service says that a document issued outside the UAE must first be attested by the foreign ministry of the issuing country and may then be attested by the UAE Embassy or Consulate there. Its application assigns the route from the issuing authority and document type. The UAE Embassy in Jakarta publishes a dedicated consular contact for legalisation questions, but its public contact page does not publish a complete Surat Kuasa checklist.
That missing checklist matters. It is not safe to invent a courier, appointment, translation or fee requirement from another UAE mission’s page. Use the MOFA application result and confirm any Jakarta-specific handling through the mission’s published consular channel before sending the original.
UAE MOFA, like Indonesia’s Foreign Ministry, describes attestation as confirmation of signatures and seals. Neither process approves the commercial or legal effect of the power. A bank, land department, vehicle authority, court or developer remains free to apply its own scope and identity rules.

Surat Kuasa Umum or Surat Kuasa Khusus for a UAE transaction?
“Surat Kuasa Umum” is commonly understood as a general power and “Surat Kuasa Khusus” as authority for specified acts. Those search terms help an Indonesian reader find the topic; they do not replace the classification used by the UAE notary or receiver. A Dubai property sale, a Ras Al Khaimah company matter and a Fujairah vehicle transfer are different transactions even if each starts with the words Surat Kuasa.
A UAE receiver may need the asset number, title-deed or vehicle details, the principal and attorney’s complete passport information, and express authority for signing, receiving proceeds, discharging a mortgage, handing over property, appearing before a named authority or appointing another person. Broader wording is not automatically safer. An overbroad document can create risk while still omitting the one act the receiver needs.
Confirm the receiver before drafting. Dubai Land Department, RTA, ADJD, Ras Al Khaimah Courts, federal authorities, banks, developers and free zones each operate their own transaction and document rules. Bahasa Indonesia: Surat Kuasa untuk Dubai, UEA, dan aset di Emirat

Can an Indonesian owner make a UAE Will without travelling?
A Surat Wasiat is not a power of attorney. A power operates while the principal is alive and authorises another person to act; a Will deals with the estate after death and must satisfy the chosen registry’s execution rules. An attorney cannot sign the testator’s UAE Will in the testator’s place.
DIFC Courts publishes that an eligible non-Muslim testator need not be a UAE resident and may register by virtual appointment, with witnesses located anywhere in the world. Abu Dhabi Judicial Department publishes a Civil Will route for a person who is not a UAE citizen regardless of religion, together with an English-Arabic template and online-attendance information. Dubai Courts publishes a non-Muslim Will ratification route but says online attestation requires a valid Emirates ID and a passport-only applicant must attend in person.
The correct route therefore depends on the person, religion where the registry makes it relevant, assets, children, language, registry eligibility and appointment method—not simply Indonesian nationality. This page does not say that an Indonesian Surat Wasiat automatically governs Dubai or UAE property, or that a UAE Will automatically settles assets in Indonesia. Those cross-border effects require advice in both relevant jurisdictions.

Gather the transaction facts before the wording is final. A complete instruction is cheaper and safer than repeating the Indonesian and UAE authentication chain after a receiver rejects the scope.
- Principal: full passport name, nationality, Indonesian address, current location and whether a valid Emirates ID exists.
- Attorney: full name, passport or Emirates ID details, UAE address and contact information.
- Asset or matter: title deed, vehicle, company, bank, court, developer or other identifying details.
- Exact acts: sell, purchase, transfer, mortgage, receive proceeds, manage, collect, represent or sign a named document.
- Receiver: the exact UAE government body, court, bank, developer, free zone or company.
- Indonesian route: competent signer, Ministry of Law legalisation and Foreign Ministry STEMPEL ASLI assignment.
- UAE route: Jakarta mission handling, UAE MOFA step and any certified Arabic translation.
- Will facts: registry eligibility, religion where relevant, assets, guardianship, witnesses, language and remote appointment.
Questions
Can I make a Surat Kuasa in Indonesia to sell property in Dubai?
A cross-border route exists, but the document should be drafted from the Dubai receiver’s current requirements before it is executed in Indonesia. The Indonesian legalisation and UAE attestation chain authenticates signatures and seals; it does not guarantee that DLD, a trustee office, developer or bank will accept the powers.
Do I use Apostille for an Indonesian Surat Kuasa going to the UAE?
Use the destination and document route assigned by the current Indonesian systems. The Foreign Ministry publishes a separate Non-Apostille route after Ministry of Law legalisation, and UAE MOFA publishes foreign-ministry and UAE-mission attestation for documents issued abroad. Do not assume an Apostille alone completes a UAE-destination chain.
Can a representative process the Indonesian legalisation for me?
Indonesia’s Foreign Ministry FAQ says applications may be represented, while originals may still need to be presented or collected when requested. That administrative representation does not allow the representative to sign the Surat Kuasa as the principal. Check the current identity and authority requirements in the application.
Does the Surat Kuasa need an Arabic translation?
That depends on the UAE receiver and the route assigned. Many UAE authorities require Arabic or certified legal translation, but the receiver—not this guide—controls the rule. Confirm the required language before finalising the Indonesian original so names, asset details and powers remain consistent.
Can I register a DIFC Will while I am in Indonesia?
DIFC Courts publishes that an eligible testator need not be UAE-resident and may use a virtual registration appointment, with witnesses joining from anywhere. Eligibility and asset coverage still need case-specific review.
Can my attorney sign my UAE Will under a Surat Kuasa?
No. A Will follows the testator-execution and registration process of the chosen registry. A power of attorney is not a substitute for the testator’s own act.
