Using a Sri Lankan Power of Attorney in the UAE and making a UAE Will remotely

A Sri Lankan citizen who needs another person to handle an asset or transaction in Dubai, Abu Dhabi, Sharjah, Ras Al Khaimah or Fujairah should obtain the UAE receiver’s required powers before signing. Sri Lanka’s Registrar General publishes local execution and registration requirements, and the Sri Lankan Foreign Ministry publishes a separate attestation checklist for a Power of Attorney. The UAE Embassy in Colombo then says a Sri Lanka-issued document must first carry Sri Lankan Foreign Ministry attestation and uses the UAE MOFA digital application with original-document courier handling. A remote UAE Will follows a Will registry’s own eligibility and attendance rules; it is not signed by an attorney under the POA.

The Sri Lanka-to-UAE route at a glance

The Sri Lankan steps establish execution, registration where the Registrar General requires it, and the authentication chain. The UAE receiver separately decides whether the powers, language, identity evidence and document age fit its transaction. Neither registration in Sri Lanka nor Embassy attestation guarantees acceptance by a UAE land department, court, bank, developer, vehicle authority or company.

Sri Lanka publishes both execution and registration rules

The Registrar General’s current service page says every Power of Attorney signed in Sri Lanka or another country is to be registered with the Department. For a document written and signed in Sri Lanka, it says registration should be lodged within one month of signing. It also says that, under the 2022 amendment, a Sri Lanka-signed instrument must be written and attested by a Notary Public in the presence of two witnesses.

The registration list includes the original, a notarially certified true copy, the statutory affidavit, certified identity-document copies for the donor and attorney, and the other material specified on the service page. These are Sri Lankan registration requirements. They do not replace the UAE receiver’s own rules, and this page does not decide how the Registrar General applies them to an individual instrument.

The official Sinhala service name is ඇටෝර්නි බලපත්‍ර ලියාපදිංචි කිරීම. The official Tamil page uses அட்டோர்னி அதிகாரப் பத்திரம். Those are the strongest native search terms for the Sri Lankan document; an English “POA” search may reach the same service.

The Sri Lankan Foreign Ministry has a POA-specific attestation checklist

The Foreign Ministry says its ordinary POA attestation route accepts an affidavit or Power of Attorney declared or signed by a Sri Lankan citizen or Sri Lankan corporate citizen. A corporate applicant must provide supporting corporate material. A foreign national in Sri Lanka is not placed into the same checklist: the Ministry publishes embassy verification and prior Secretary approval where the relevant country is not represented.

Where an Attorney-at-Law prepared the POA, the Ministry says the Registrar of the Supreme Court should certify it. Where an affidavit is signed by a Justice of the Peace, the Ministry names the Ministry of Justice J.P. Division countersignature. It also requires official documents that substantiate the facts in the affidavit or POA and says it will not consider the document without them.

That checklist is why this page is framed for a Sri Lankan citizen. A foreign national who happens to be in Colombo should not assume the same sequence applies; the Foreign Ministry and the person’s embassy must confirm the route before execution.

UAE Embassy Colombo uses the Sri Lankan Foreign Ministry result

The UAE Embassy in Colombo publishes that it attests Sri Lanka-issued personal and commercial documents and that they must first be attested by Sri Lanka’s Foreign Ministry. Its digital-attestation page says the original document is required. The applicant selects Sri Lanka as the issuing country in the UAE MOFA service, completes payment, and follows the approved courier collection and return route.

The Embassy currently excludes commercial invoices and certificates of origin from this document route because those use eDAS 2.0. It also says a document issued outside Sri Lanka must be attested by the UAE mission in the country of issue. A person’s current location and the document’s issuing country therefore must not be treated as the same fact.

Attestation confirms the public signatures and seals in the chain. It does not approve a broad or ambiguous power, decide whether Arabic translation is sufficient, or require a UAE receiver to act on the document.

Choose the UAE asset and receiver before the Sri Lankan notarial step

A Dubai property sale, Sharjah vehicle transfer, RAK company transaction, Abu Dhabi court matter and Fujairah bank instruction do not use one interchangeable POA. The foreign authentication chain may be shared, but the acts that the attorney must perform and the authority receiving them are different.

For property, identify the land authority, title, transaction, mortgage or developer involvement and whether proceeds may be received. For a vehicle, specify sale, transfer, export, registration and receipt of money only where needed. For a company, identify the licence, authority and corporate acts. For a bank, obtain the bank’s own wording before the document is signed and registered.

This is why the site publishes one substantial Sri Lanka corridor and routes each asset to its real UAE service page. Separate Sri Lanka-to-Dubai, Sri Lanka-to-Sharjah and Sri Lanka-to-Fujairah copies would repeat the same foreign sequence and weaken rather than improve the answer.

Can a Sri Lankan owner make a UAE Will without travelling?

A Will—අන්තිම කැමති පත්‍රය in official Sinhala usage and இறுதி உயில் in Tamil—is a separate personal act that operates on death. A Power of Attorney operates during the principal’s lifetime. The attorney cannot use the POA to sign the testator’s Will.

DIFC Courts publishes that an eligible non-Muslim testator need not be a UAE resident and may register by virtual appointment, with witnesses joining from anywhere. Abu Dhabi Judicial Department publishes a Civil Will route for a non-UAE citizen regardless of religion, with an English-Arabic template and online notarial attendance after review. Dubai Courts publishes a non-Muslim Will service, but its current conditions distinguish online attendance with a valid Emirates ID from passport-only personal appearance.

The correct registry depends on eligibility, citizenship, religion where relevant, assets, children, language and the appointment route—not Sri Lankan nationality alone. Whether a Sri Lankan Will affects a UAE asset, or a UAE Will affects an asset in Sri Lanka, is a cross-border succession question on which this page makes no promise.

Can I sign a POA in Sri Lanka for someone to sell my Dubai property?

A published Sri Lankan execution, registration and attestation route exists, but first obtain the Dubai receiver’s exact powers and documents. Sri Lankan registration and the Embassy chain do not guarantee DLD, a trustee office, developer or bank acceptance.

Does a Sri Lanka-signed Power of Attorney have to be registered?

The Registrar General’s current service page says every POA signed in Sri Lanka or another country is to be registered with the Department and gives one month for a Sri Lanka-signed instrument. Confirm the application of that rule and current documents with the Registrar General or the Sri Lankan notary handling the instrument.

Who can sign a POA that the Sri Lankan Foreign Ministry will attest?

Its ordinary published checklist says a Sri Lankan citizen or Sri Lankan corporate citizen. It gives a separate embassy-verification and prior-approval rule for foreign nationals. A non-Sri Lankan should confirm that route before signing.

Is the UAE Embassy Colombo service upload-only?

No. The Embassy’s digital-attestation instructions say the original is required. The application and payment are online, while the approved courier collects and returns the physical original.

Can I register a DIFC Will while I am in Sri Lanka?

DIFC Courts publishes that an eligible testator need not be UAE-resident and may use a virtual registration appointment, with witnesses joining from anywhere. Eligibility and asset coverage still require individual review.

Can my attorney sign my UAE Will for me?

No. The testator must make and execute the Will through the chosen registry’s process. A Power of Attorney cannot replace that personal act.
