Using a Ukrainian довіреність in the UAE and making a UAE Will remotely
If you are in Ukraine and need someone to handle a UAE property, vehicle, bank, company or other transaction, settle the UAE receiver’s wording before notarisation. Ukraine’s Ministry of Foreign Affairs publishes consular legalisation procedures and a postal submission route; UAE MOFA says an outside-UAE document uses the responsible UAE mission and the route assigned to that document. Because mission and postal operations can change during wartime, current availability must be confirmed before dispatch. A separate eligible UAE-issued digital POA may sometimes be possible, while a UAE Will must be executed personally through the chosen registry.

The Ukraine-to-UAE route at a glance
Legalisation certifies the documentary chain; it does not tell DLD, a bank, RTA, an emirate land authority or a company registry which powers to accept. The final receiver’s requirements should therefore be obtained before the Ukrainian document is signed and sent through the chain.

Ukraine publishes legalisation and apostille as different services
Ukraine’s Ministry of Foreign Affairs tells applicants to choose between an apostille application and a legalisation application according to the country where the document will be presented. Its English consular page currently says official documents are submitted through Nova Poshta, with a copy of the applicant’s identity document, the relevant application and payment evidence. If a representative submits for legalisation, the original authority document must accompany the package and is returned.
For a copy or official translation of a Ukrainian public document, the Ministry says pre-authentication by Ukraine’s Ministry of Justice is required before consular legalisation. That published rule concerns those document categories; it is not restated as a universal extra step for every original notarised POA. The competent office should identify the actual pre-authentication route for the instrument in hand.
The destination country belongs in the application. Do not choose “apostille” merely because it is a familiar word: use the route the Ukrainian authority and UAE mission confirm for presentation in the UAE.

Українською мовою “довіреність” — основний пошуковий термін для документа, яким довіритель надає представнику повноваження. Люди також шукають “генеральна довіреність” або “спеціальна довіреність”, але назва не визначає, чи прийме документ конкретний орган в ОАЕ.
Запити “довіреність на продаж квартири в Дубаї з України”, “довіреність на авто в ОАЕ”, “легалізація довіреності для ОАЕ” або “оформити заповіт в ОАЕ дистанційно” можуть привести до потрібного маршруту. Текст документа все одно має відповідати операції: нерухомість, автомобіль, рахунок, компанія чи судова справа потребують різних повноважень та ідентифікаторів.
“Заповіт” діє після смерті, а довіреність — за життя довірителя. Представник не може підписати заповіт ОАЕ замість заповідача. Цей україномовний розділ призначений для пошуку та орієнтування; він не є засвідченим перекладом чи консультацією з українського права.

Wartime service availability is part of the route
The UAE Embassy in Kyiv has a current official mission page and the Ukrainian-language site exposes an attestation service URL, but it does not publish a complete POA-specific document, courier, appointment or fee checklist. The page therefore does not invent those details or borrow them from London, Warsaw or another mission.
Before sending an original, confirm that the responsible Ukrainian authentication office, postal route and UAE mission are operating for the document type and location on that date. If an applicant is physically outside Ukraine, country of execution, country of issue and current residence may point to different authorities; the UAE mission and the notary should decide the correct chain.
UAE MOFA says outside-UAE documents use “Attestation through UAE Missions Abroad,” and that the applicant should check whether the selected mission offers electronic submission or requires a visit. Its up-to-15-business-day outside-UAE estimate is a service window, not an end-to-end promise and not a guarantee during disruption.

A UAE-issued online POA is a separate conditional route
An applicant should not assume that a Ukrainian document always has to be legalised if the actual instrument can be issued through an eligible UAE digital notarial service. The Ministry of Justice publishes a digital POA service using specified templates and UAE Pass. Dubai Courts publishes online ratification but states that online attestation requires a valid Emirates ID; a passport-only concerned party may need personal appearance.
If the identity, document type, powers and final receiver fit that UAE route, the result is a UAE-issued POA and there is no Ukrainian document to legalise. If the applicant or transaction does not qualify, the Ukraine-to-UAE foreign-document route applies. Draft for the UAE asset and receiver
For Dubai property, identify the title, land authority, trustee or developer, sale or purchase, mortgage, handover and receipt-of-money powers. For a vehicle, separate sale, transfer, export, registration and proceeds. For a bank, request its own wording before signing. For a company, identify the entity, licence, licensing authority and exact corporate act.
Sharjah, Ras Al Khaimah and Fujairah are not keywords to swap into identical copies. The foreign legalisation side may be the same, while the UAE receiving authority and scope differ. One corridor can explain that distinction honestly and link to the right transaction pages.
Can a person in Ukraine make a UAE Will remotely?
DIFC Courts publishes a virtual registration route for an eligible non-Muslim testator from anywhere, with remote witnesses. Abu Dhabi Judicial Department publishes a Civil Will route for non-UAE citizens regardless of religion, based on its English-Arabic template and online notarial attendance after review. Dubai Courts publishes a distinct non-Muslim Will route and separates valid-Emirates-ID online attendance from passport-only personal appearance.
A Ukrainian заповіт is not automatically a substitute for a UAE-registered Will, and a UAE Will is not automatically effective for a Ukrainian estate. Select the registry from eligibility, assets, family circumstances, guardianship needs and published coverage, then obtain qualified advice on cross-border effect. The testator must execute the Will personally; a representative under a довіреність cannot sign it.

Do I need an apostille or legalisation for a Ukrainian POA used in the UAE?
Use the route confirmed for the UAE, not a generic label. Ukraine’s MFA publishes separate apostille and legalisation applications and asks for the country of presentation. Confirm the document-specific route with the MFA and UAE Embassy in Kyiv before submission.
Can I use a representative to submit the documents in Ukraine?
Ukraine’s MFA says a representative submitting for consular legalisation must include the original authority document, which is returned. This submission authority is separate from the UAE transaction POA being legalised.
Can I obtain a UAE-issued online POA while staying in Ukraine?
Possibly, if the applicant, identity, template, required powers and receiver fit a UAE digital/notarial service. It is not guaranteed by nationality. Otherwise the Ukrainian execution and legalisation route is used.
Can I register a DIFC Will from Ukraine?
DIFC Courts publishes virtual registration for an eligible testator from anywhere. Current connectivity, identity, eligibility, assets and cross-border effect still need case-specific confirmation.
Can the person holding my довіреність sign my UAE Will?
No. A Will is the testator’s personal act and must follow the chosen registry’s procedure.
