Making a Yemeni وكالة for the UAE and arranging a UAE Will remotely
A Yemeni national who needs someone to handle a UAE property, car, bank account, company or other transaction should obtain the UAE receiver’s exact requirements before issuing a وكالة. The Yemeni Embassy in Abu Dhabi currently says Yemen-issued documents are handled only after authentication by the Yemeni Ministry of Foreign Affairs and direct email verification from that Ministry to the embassy; the document owner or principal must attend with the original passport. That is evidence of a verification stage in the UAE, not proof that every Yemeni issuing authority or document will be accepted. Yemen’s divided administration and current security conditions make the issuing office, seal recognition and movement of originals case-specific. An eligible UAE-issued online POA may avoid the foreign-document route; a UAE Will must be signed personally through the chosen registry.

Two possible routes, not one universal online process
A Yemen-issued وكالة begins in the applicable Yemeni notarial or documentation system and then needs the authentication chain accepted for UAE use. A UAE-issued online POA is a separate instrument issued through a UAE platform. The second route does not digitally convert or stamp a Yemeni document.
Before either route, ask the final UAE receiver for the required powers, asset identifiers, supporting records, language and original format. A Dubai property transaction, RTA vehicle transfer, Sharjah or Fujairah authority, Ras Al Khaimah company registry, bank, developer and court can each require a different scope.

What the Yemeni Embassy in Abu Dhabi currently requires
The Embassy of the Republic of Yemen in Abu Dhabi says it authenticates documents issued in Yemen and requires the document owner—or the principal for a power of attorney—to attend with the original passport. It further states that a Yemen-issued document is not handled unless it has been authenticated by the Yemeni Ministry of Foreign Affairs and emailed directly by that Ministry to the embassy.
This makes Ministry authentication and direct electronic verification important before travel to the embassy. It does not say that the embassy issues a UAE POA, nor does it establish that every Yemeni authority’s seal will be recognised. The applicant should confirm the embassy’s current appointment, email-verification and original-document requirements for the exact document.
Because this is a Yemeni mission inside the UAE, ask UAE MOFA and the final receiver what further UAE attestation is required. Do not substitute this step for a UAE mission-abroad stage unless the live UAE application or authority confirms that route.

Why the issuing authority and location must be identified
An official Yemeni justice service catalogue hosted in Sana’a describes a “وثيقة عقد وكالة” and requires capacity, a defined subject and a right or ownership that can lawfully be delegated. The same catalogue describes authentication of notarised instruments intended for use abroad, including powers of attorney, through the relevant documentation offices.
Those pages are evidence for terminology and one operating documentation system. They do not establish nationwide territorial control, diplomatic recognition or UAE acceptance. An applicant in Aden, Sana’a, another governorate or a third country may face a different issuing authority or consular route. The exact authority and recognised seal must be confirmed with the Yemeni Foreign Ministry channel, the Abu Dhabi embassy, UAE MOFA and the final receiver before signing.
The UAE currently warns its nationals not to travel to Yemen. That does not decide a Yemeni citizen’s document route, but it is strong evidence that physical travel, courier and mission assumptions should not be presented as routine.

UAE MOFA controls the destination attestation decision
UAE MOFA says documents issued outside the UAE use Attestation through UAE Missions Abroad and must carry the relevant competent-authority authentication. The original must be in Arabic or English, or accompanied by a legally certified translation. Its live application controls the route and assigns a responsible UAE mission where another mission covers a country.
For a Yemen-issued document, do not select a false issuing authority or assume that an unavailable mission step can be replaced automatically by the Yemeni Embassy in Abu Dhabi. If Yemen, the actual authority or the document type is not offered, UAE MOFA instructs applicants to contact its support channels rather than choose an incorrect option.
Attestation confirms seals and signatures. It does not approve the drafting or require DLD, RTA, a bank, company registry, developer or court to accept the powers.

Can a Yemeni national obtain a UAE-issued online POA?
Possibly. Dubai Courts publishes a POA service with virtual or personal signature verification. Its current service page says remote execution requires a valid UAE Emirates ID; a passport-only party must appear personally. The UAE Ministry of Justice separately publishes a digital POA service using specified templates and UAE Pass. Eligibility depends on the person, identity method, template, powers and receiving transaction.
Where the applicant qualifies, the instrument is issued in the UAE and there is no Yemen-issued document to authenticate. The Deedbox can prepare UAE-focused wording and organise the information, but it cannot issue, notarise or attest the POA. Only the government platform and final receiver decide eligibility and acceptance.
Property, vehicle, bank and company powers across the UAE
For property, identify the emirate, land authority, title or unit, sale or purchase, developer, trustee, mortgage, signing and receipt-of-money powers. For a vehicle, separate sale, transfer, registration, export, insurance, fines and receipt of proceeds. For a bank, obtain its own mandate and compliance requirements before signing.
For a company, identify the legal entity, licence, free zone or mainland authority and the exact corporate act. For litigation, a وكالة cannot make an unlicensed person eligible to act as legal counsel. Each court or tribunal controls representation.
Dubai, Abu Dhabi, Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah are handled through these receiver-specific decisions and the linked service pages. Publishing eight near-identical Yemen pages would create doorway content without solving the authority-recognition issue.
Can someone in Yemen register a UAE Will remotely?
DIFC Courts says an eligible non-Muslim testator may register virtually from anywhere and need not be a UAE resident. Abu Dhabi Judicial Department publishes a Civil Will route for a non-UAE citizen regardless of religion, using an English-Arabic template and online notarial attendance after review. Dubai Courts has a separate non-Muslim Will route with its own identity and attendance conditions.
A Yemeni وصية does not automatically govern a UAE property, bank account or company interest because its signatures are authenticated. A UAE Will likewise does not automatically determine succession to an asset in Yemen. Registry eligibility, religion where relevant, assets, family circumstances and cross-border effect need individual review. A وكيل cannot execute the Will instead of the testator.
