Using a Palestinian وكالة in the UAE and making a UAE Will remotely
If you are in the West Bank or Gaza and need someone to handle a UAE property, vehicle, bank account, company or other transaction, settle the wording with the UAE receiver before signing. The Palestinian Ministry of Foreign Affairs says an official Palestinian document intended for use abroad must first carry the approval of the competent Palestinian ministry and then the Ministry’s authentication. UAE MOFA says a document issued outside the UAE then uses its UAE Missions Abroad service; the applicant must check the mission serving the place where they are physically located and contact UAE MOFA where no mission or service option is available. Current access, office operation and original-document movement must be confirmed for the applicant’s actual location. A separate eligible UAE-issued online POA may sometimes avoid the foreign-document chain; a UAE Will remains a personal registry act and cannot be signed by an agent.

The Palestine-to-UAE route at a glance
Authentication proves signatures and official seals in sequence. It does not decide whether Dubai Land Department, an RTA service, a Sharjah or Fujairah authority, a Ras Al Khaimah company registry, a bank, developer or court will accept the powers. The receiver’s requirements therefore come before the signing appointment.
“Palestine” is not one operational counter for this purpose. The issuing authority, the applicant’s physical location, the availability of Palestinian authentication offices and the UAE mission serving that location can change the handling route. Use the live UAE Missions Abroad service and mission pages; if no UAE mission or service option is available, contact UAE MOFA rather than assume an embassy in another country.

What the Palestinian Ministry publishes for documents going abroad
The Palestinian Ministry of Foreign Affairs and Expatriates states that documents issued by Palestinian official or government institutions and intended for use outside Palestine must first be authenticated by the competent Palestinian ministries. They must then be authenticated by the Ministry’s authentication department. It warns that a document missing those approvals is not complete for reliance by accredited foreign representations.
That statement establishes the country-side order, but it is not a POA drafting checklist. A privately prepared authority document may need notarial or court action before it becomes the kind of official document the competent ministry or Foreign Ministry will authenticate. The Palestinian notary, court or authentication office must identify that first step for the actual instrument.
Current movement and service availability may differ between the West Bank, Gaza and applicants who are physically elsewhere. No page should promise that a specific office, border or courier route is available without a live authority confirmation.

The Palestinian Ministry of Justice stage and document verification
The Palestinian Ministry of Justice lists the authentication and documentation of transactions and powers of attorney among its services at the Ministry and its branches. It also operates a verification portal for documents attested by the Ministry. These services can support the competent-authority stage before Foreign Ministry authentication where they apply to the actual instrument.
The published Ministry of Justice material does not establish one universal execution checklist for every private POA. The required notarial, court or Justice Ministry step still depends on the document, issuing authority, parties, location and purpose. Verify the applicable branch or service before signing or moving an original.

في الاستعمال الفلسطيني، “وكالة عامة” تشير إلى تفويض واسع، و“وكالة خاصة” إلى صلاحيات محددة، بينما ترتبط “الوكالة الدورية غير القابلة للعزل” في إرشادات وزارة الخارجية الفلسطينية بمعاملات الأموال غير المنقولة وشروط خاصة. هذه الأسماء تساعد في البحث، لكنها لا تحدد وحدها الصلاحيات التي تقبلها جهة إماراتية.

Do not copy the Palestinian-property mission rule onto a UAE property POA
The Palestinian Ministry’s mission guidance says a power covering sale, transfer or mortgage of immovable property in Palestine must be organised at a Palestinian diplomatic or consular mission, and it publishes identity, land-record and witness requirements for several Palestinian POA categories. That is important evidence about Palestinian terminology and Palestinian-property instruments.
It is not a UAE Land Department rule. A POA for a Dubai apartment, Sharjah plot or RAK property must instead be drafted for the relevant UAE receiver. If the same document also purports to deal with property in Palestine, the two systems should not be merged without advice from appropriately qualified professionals in both jurisdictions.

How to identify the UAE destination stage without guessing
UAE MOFA says an outside-UAE document is submitted through Attestation through UAE Missions Abroad. Its current guidance tells the applicant to visit the page of the UAE mission in the country of residence and check whether the service is available; if there is no UAE mission where the applicant is located, the applicant should contact UAE MOFA. Do not select a false issuing country, authority or destination simply to make an option appear.
The central UAE guidance requires the original to have the relevant competent-authority attestations and to be in Arabic or English, or accompanied by a legally certified translation. A mission may offer electronic, courier-supported or in-person handling, but the central page does not establish one Palestine-specific courier or counter route. The live service, mission page and UAE MOFA contact centre are therefore the authoritative checks for the applicant’s actual location.
Attestation confirms signatures and seals. It does not certify that the POA contains the land, vehicle, banking, company or litigation powers required by the final receiver.

Can you obtain a UAE-issued online POA while staying in Palestine?
Possibly, but this is a different instrument rather than an online stamp placed on a Palestinian وكالة. The UAE Ministry of Justice publishes a digital POA service using specified templates and UAE Pass. Dubai Courts publishes an online ratification route and says a valid Emirates ID is required for online attestation; a passport-only concerned party may be directed to personal appearance. Eligibility depends on the applicant, identity method, document type, powers and receiver.
If those conditions are met, the result is a UAE-issued POA and there is no Palestinian document to authenticate through the cross-border chain. If they are not met, the Palestine-to-UAE route remains necessary. Match the powers to property, car, bank or company work
For Dubai property, identify the property, land authority, sale or purchase, trustee or developer, mortgage, signing and receipt-of-money powers. For RTA or another emirate’s vehicle service, separate sale, transfer, export, registration, insurance and proceeds. A property وكالة is not a vehicle وكالة simply because both are “special”.
For a bank, obtain its own wording and compliance requirements before signing. For a company, identify the legal entity, licence, free zone or mainland authority and exact corporate act. For litigation, a POA may appoint an authorised representative but does not make an unlicensed person eligible to appear as legal counsel.
Dubai, Abu Dhabi, Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah are handled through the receiver-specific sections and service pages. Publishing eight near-identical Palestine pages would add keywords but not useful procedure.
Can someone in Palestine make a UAE Will remotely?
DIFC Courts says an eligible non-Muslim testator may register virtually from anywhere and need not be a UAE resident. Abu Dhabi Judicial Department publishes a Civil Will route for a non-UAE citizen regardless of religion, using an English-Arabic template and online notarial attendance after review. Dubai Courts publishes a separate non-Muslim Will route with identity and attendance conditions.
A Palestinian وصية is not automatically a substitute for a UAE-registered Will, and authenticating it does not decide which UAE asset it governs. A UAE Will likewise does not automatically determine succession to an asset in Palestine. Registry eligibility, religion where relevant, assets, family, guardianship and cross-border effect need individual review. The testator must sign personally; a وكيل cannot sign the Will instead.

Can I give someone authority to sell my Dubai property while I stay in Palestine?
A cross-border POA route exists, but obtain the exact DLD, trustee, developer and bank requirements before signing. Palestinian and UAE authentication proves the signatures and seals; it does not guarantee that the property powers are sufficient.
Which UAE embassy handles a Palestine-issued POA?
Do not guess. Check the UAE mission page and live UAE Missions Abroad service for the applicant’s actual location. UAE MOFA says to contact it where there is no UAE mission or service option; never enter a false country or issuing authority to force a route.
Can I get a UAE-issued online POA without travelling?
Possibly, where the identity method, applicant, document template and transaction qualify for a UAE digital or online notarial service. It is not automatic for every passport-only applicant or every transaction.
Is a وكالة عامة enough for property, car and banking work?
Do not rely on the title alone. Each receiver controls the exact acts, asset identifiers and supporting records it requires, and a bank may apply private compliance rules.
Can I register a DIFC Will from Palestine?
DIFC Courts publishes virtual registration from anywhere for an eligible non-Muslim testator. Eligibility, asset coverage, identity, payment and cross-border effect still require case-specific confirmation.
Can my وكيل sign my UAE Will?
No. A UAE Will must be executed personally by the testator through the selected registry route.
