Making a Syrian وكالة for the UAE and arranging a UAE Will remotely
A person in Syria who needs someone to handle a UAE property, car, bank account, company or other transaction should obtain the final UAE receiver’s requirements before issuing a وكالة. Syria’s Ministry of Foreign Affairs and Expatriates currently publishes a service for authenticating documents issued inside Syria—including powers of attorney—for use outside Syria. UAE MOFA then controls the destination attestation route through UAE Missions Abroad, and the UAE Embassy in Damascus is currently listed as operating. The published Syrian catalogue does not provide a live document-by-document checklist, fee or appointment procedure, so the competent Syrian issuing office, authentication counter and UAE mission handling must be confirmed before signing or moving an original. An eligible UAE-issued online POA is a separate route; a UAE Will must be signed personally through the selected registry.

Two routes: a Syrian-issued وكالة or a UAE-issued POA
A Syrian-issued وكالة is created through a competent Syrian issuing or notarial route and then authenticated for use abroad. A UAE-issued online POA is a different instrument issued through a UAE government platform when the applicant, identity method, document type and transaction qualify. It is not an electronic attestation of a Syrian document.
Choose only after the final UAE receiver confirms the exact powers, asset identifiers, language, supporting records and original format it requires. A Dubai property transfer, an RTA vehicle transaction, a Sharjah or Fujairah authority, a Ras Al Khaimah company registry, a bank and a court do not necessarily accept the same wording.

What Syria’s Foreign Ministry currently publishes
The Syrian Ministry of Foreign Affairs and Expatriates has a current service catalogue for authentication by the Ministry or one of its provincial offices. It expressly says that documents issued inside Syria—including powers of attorney, commercial papers and other documents—may be authenticated for use outside the Syrian Arab Republic.
That establishes the purpose of the home-country authentication stage. It does not identify which office can issue the applicant’s particular وكالة, nor does it publish a complete live checklist for identity, witnesses, ownership evidence, fees, appointments, courier handling or processing time. Those points must be confirmed with the competent Syrian authority for the applicant’s location and document.
The same catalogue separately describes POAs organised at Syrian diplomatic missions for use inside Syria and authentication of host-country POAs for use inside Syria. Those are opposite-direction services and must not be presented as the route for a Syria-issued document intended for the UAE.

UAE MOFA and the Embassy in Damascus control the destination stage
UAE MOFA says an outside-UAE document uses Attestation through UAE Missions Abroad after the relevant competent-authority authentication. The original must be in Arabic or English, or accompanied by a legally certified translation. Applicants must enter the real issuing country, authority and document type; if an expected option is absent, they should contact UAE MOFA rather than choose false data.
The UAE Embassy in Damascus is currently listed as operating and links users to the central UAE attestation service. Its public mission page does not publish a Syria-specific POA checklist, fee, appointment, courier or turnaround. Confirm the live handling route for the exact instrument before attending or sending an original.
Attestation certifies signatures and seals. It does not approve the POA’s wording or require DLD, RTA, a bank, developer, company authority, court or other receiver to accept the powers.

Can a Syrian national obtain a UAE-issued online POA?
Possibly, but not every person outside the UAE qualifies. Dubai Courts publishes virtual or personal signature verification for POAs and currently says remote execution requires a valid Emirates ID; a passport-only party may need personal attendance. The UAE Ministry of Justice separately publishes a digital POA service using specified templates and UAE Pass. Eligibility depends on the applicant, identity method, available template, powers and receiving transaction.
If the applicant qualifies, the result is a UAE-issued POA and there is no Syrian document to authenticate through the cross-border chain. The Deedbox can prepare UAE-focused wording and organise the information, but it does not issue, notarise or attest the POA. Only the government platform and final receiver decide eligibility and acceptance.
Property, vehicle, bank, company and court powers across the UAE
For property, identify the emirate, land authority, title or unit, sale or purchase, developer, trustee, mortgage, signing and receipt-of-money powers. For a vehicle, separate sale, transfer, registration, export, insurance, fines and receipt of proceeds. For a bank, obtain the bank’s own mandate and compliance requirements before signing.
For a company, identify the legal entity, licence, free zone or mainland authority and the exact corporate act. For litigation, a وكالة cannot make an unlicensed person eligible to act as legal counsel; each court or tribunal controls representation.
Dubai, Abu Dhabi, Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah are addressed through these receiver-specific choices and the linked service pages. Creating eight near-identical Syria pages would divide authority and create doorway content.
Can someone in Syria register a UAE Will remotely?
DIFC Courts says an eligible non-Muslim testator may register virtually from anywhere and need not be a UAE resident. Abu Dhabi Judicial Department publishes a Civil Will route for a non-UAE citizen regardless of religion, using an English-Arabic template and online notarial attendance after review. Dubai Courts has a separate non-Muslim Will route with its own identity and attendance conditions.
A Syrian وصية does not automatically govern a UAE property, bank account or company interest merely because its signatures are authenticated. A UAE Will likewise does not automatically determine succession to an asset in Syria. Registry eligibility, religion where relevant, assets, family circumstances and cross-border effect need individual review. The testator must sign personally; a وكيل cannot execute the Will instead.
